Research Brief: Collateral Damage to Health from Invasive Police Encounters in New York City

Overpolicing in the form of invasive police encounters like stop-and-frisk affects the health of residents in American neighborhood according to sociologists Abigail Sewell and Kevin A. Jefferson. This infographic illustrates the key findings in their research.

In a recent Journal of Urban Health article, they use data from two datasets based on the health and policing experiences of New Yorkers. They argue that numerous public health risks are associated with overpolicing including:

  • Poor/fair health
  • Overweight/Obesity
  • Diabetes
  • High blood pressure
  • Asthma episodes

In their analysis of the health and policing in New York, the researchers sought to answer the following questions:

  1. What are the health effects of the concentration of police stops within certain neighborhoods?
  2. Is there a relationship between reports of poor health and invasive Terry stops?
  3. If health effects of invasive police encounters in neighborhoods exist, do they vary by race and ethnicity?

The researchers found that neighborhoods with high frisk rates increased the odds of having health issue related to all the risks mentioned above. They also found that police stops generally worsen the health of Blacks and Latinos, but does not have as significant effect for Whites and Asians. In light of these results, the researchers argue that police actions potentially affect communities by exposing residents to invasive practices that generate illness. Research Brief: An Interview with Robin DiAngelo about ‘White Fragility’

For this week’s research brief, we’re highlighting the work of Robin DiAngelo. She was recently interviewed by Sam Adler-Bell, a journalist and policy associate at the Century Foundation, a NY-based think tank.

Last year, a white male Princeton undergraduate was asked by a classmate to “check his privilege.” Offended by this suggestion, he shot off a 1,300-word essay to the Tory, a right-wing campus newspaper.In it, he wrote about his grandfather who fled the Nazis to Siberia, his grandmother who survived a concentration camp in Germany, about the humble wicker basket business they started in America. He railed against his classmates for “diminishing everything [he’d] accomplished, all the hard work [he’d] done.”

His missive was reprinted by Time. He was interviewed by the New York Times and appeared on Fox News. He became a darling of white conservatives across the country.

What he did not do, at any point, was consider whether being white and male might have given him—if not his ancestors—some advantage in achieving incredible success in America. He did not, in other words, check his privilege.

To Robin DiAngelo, professor of multicutural education at Westfield State University and author of What Does it Mean to Be White? Developing White Racial Literacy, Tal Fortgang’s essay —indignant, defensive, beside-the-point, somehow both self-pitying and self-aggrandizing—followed a familiar script. As an anti-racist educator for more than two decades, DiAngelo has heard versions of it recited hundreds of times by white men and women in her workshops.

She’s heard it so many times, in fact, that she came up with a term for it: “white fragility,” which she defined in a 2011 journal article as “a state in which even a minimum amount of racial stress becomes intolerable, triggering a range of defensive moves. These moves include outward display of emotions such as anger, fear and guilt, and behaviors such as argumentation, silence and leaving the stress-inducing situation.”

When the Black Lives Matter movement marched in the streets, holding up traffic, disrupting commerce, and refusing to allow “normal life” to resume—insofar as normalcy means a system that permits police and vigilantes to murder black men and women with impunity—white people found themselves in tense conversations online, with friends and in the media about privilege, white supremacy and racism. You could say white fragility was at an all-time high.

I spoke with DiAngelo about how to deal with all the fragile white people, and why it’s worth doing so.

Sam Adler-Bell: How did you come to write about “white fragility”?

Robin DiAngelo: To be honest, I wanted to take it on because it’s a frustrating dynamic that I encounter a lot. I don’t have a lot of patience for it. And I wanted to put a mirror to it.

I do atypical work for a white person, which is that I lead primarily white audiences in discussions on race every day, in workshops all over the country. That has allowed me to observe very predictable patterns. And one of those patterns is this inability to tolerate any kind of challenge to our racial reality. We shut down or lash out or in whatever way possible block any reflection from taking place.

Of course, it functions as means of resistance, but I think it’s also useful to think about it as fragility, as inability to handle the stress of conversations about race and racism

Sometimes it’s strategic, a very intentional push back and rebuttal. But a lot of the time, the person simply cannot function. They regress into an emotional state that prevents anybody from moving forward.

SAB: Carla Murphy recently referenced “white fragility” in an article for Colorlines, and I’ve seen it referenced on Twitter and Facebook a lot lately. It seems like it’s having a moment. Why do you think that is?

RD: I think we get tired of certain terms. What I do used to be called “diversity training,” then “cultural competency” and now, “anti-racism.” These terms are really useful for periods of time, but then they get coopted, and people build all this baggage around them, and you have to come up with new terms or else people won’t engage.

And I think “white privilege” has reached that point. It rocked my world when I first really got it, when I came across Peggy McIntosh. It’s a really powerful start for people. But unfortunately it’s been played so much now that it turns people off.

SAB: What causes white fragility to set in?

RD: For white people, their identities rest on the idea of racism as about good or bad people, about moral or immoral singular acts, and if we’re good, moral people we can’t be racist – we don’t engage in those acts. This is one of the most effective adaptations of racism over time—that we can think of racism as only something that individuals either are or are not “doing.”

In large part, white fragility—the defensiveness, the fear of conflict—is rooted in this good/bad binary. If you call someone out, they think to themselves, “What you just said was that I am a bad person, and that is intolerable to me.” It’s a deep challenge to the core of our identity as good, moral people.

The good/bad binary is also what leads to the very unhelpful phenomenon of un-friending on Facebook.

SAB: Right, because the instinct is to un-friend, to dissociate from those bad white people, so that I’m not implicated in their badness.

RD: When I’m doing a workshop with white people, I’ll often say, “If we don’t work with each other, if we give in to that pull to separate, who have we left to deal with the white person that we’ve given up on and won’t address?

SAB: A person of color.

RD: Exactly. And white fragility also comes from a deep sense of entitlement. Think about it like this: from the time I opened my eyes, I have been told that as a white person, I am superior to people of color. There’s never been a space in which I have not been receiving that message. From what hospital I was allowed to be born in, to how my mother was treated by the staff, to who owned the hospital, to who cleaned the rooms and took out the garbage. We are born into a racial hierarchy, and every interaction with media and culture confirms it—our sense that, at a fundamental level, we are superior.

And, the thing is, it feels good. Even though it contradicts our most basic principles and values. So we know it, but we can never admit it. It creates this kind of dangerous internal stew that gets enacted externally in our interactions with people of color, and is crazy-making for people of color. We have set the world up to preserve that internal sense of superiority and also resist challenges to it. All while denying that anything is going on and insisting that race is meaningless to us.

SAB: Something that amazes me is the sophistication of some white people’s defensive maneuvers. I have a black friend who was accused of “online harassment” by a white friend after he called her out in a harsh way. What do you see going on there?

RD: First of all, whites often confuse comfort with safety. We say we don’t feel safe, when what we mean is that we don’t feel comfortable. Secondly, no white person looks at a person of color through objective eyes. There’s been a lot of research in this area. Cross-racially, we do not see with objective eyes. Now you add that he’s a black man. It’s not a fluke that she picked the word “harassed.” In doing that, she’s reinforcing a really classic, racist paradigm: White women and black men. White women’s frailty and black men’s aggressiveness and danger.

But even if she is feeling that, which she very well may be, we should be suspicious of our feelings in these interactions. There’s no such thing as pure feeling. You have a feeling because you’ve filtered the experience through a particular lens. The feeling is the outcome. It probably feels natural, but of course it’s shaped by what you believe.

SAB: There’s also the issue of “tone-policing” here, right?

RD: Yes. One of the things I try to work with white people on is letting go of our criteria about how people of color give us feedback. We have to build our stamina to just be humble and bear witness to the pain we’ve caused.

In my workshops, one of the things I like to ask white people is, “What are the rules for how people of color should give us feedback about our racism? What are the rules, where did you get them, and whom do they serve?” Usually those questions alone make the point.

It’s like if you’re standing on my head and I say, “Get off my head,” and you respond, “Well, you need to tell me nicely.” I’d be like, “No. Fuck you. Get off my fucking head.”

In the course of my work, I’ve had many people of color give me feedback in ways that might be perceived as intense or emotional or angry. And on one level, it’s personal—I did do that thing that triggered the response, but at the same time it isn’t onlypersonal. I represent a lifetime of people that have hurt them in the same way that I just did.

And, honestly, the fact that they are willing to show me demonstrates, on some level, that they trust me.

SAB: What do you mean?

RD: If people of color went around showing the pain they feel in every moment that they feel it, they could be killed. It is dangerous. They cannot always share their outrage about the injustice of racism. White people can’t tolerate it. And we punish it severely—from job loss, to violence, to murder.

For them to take that risk and show us, that is a moment of trust. I say, bring it on, thank you.

When I’m doing a workshop, I’ll often ask the people of color in the room, somewhat facetiously, “How often have you given white people feedback about our inevitable and often unconscious racist patterns and had that go well for you?” And they laugh.

Because it just doesn’t go well. And so one time I asked, “What would your daily life be like if you could just simply give us feedback, have us receive it graciously, reflect on it and work to change the behavior? What would your life be like?”

And this one man of color looked at me and said, “It would be revolutionary.”

SAB: I notice as we’ve been talking that you almost always use the word “we” when describing white people’s tendencies. Can you tell me why you do that?

RD: Well, for one, I’m white (and you’re white). And even as committed as I am, I’m not outside of anything that I’m talking about here. If I went around saying white people this and white people that, it would be a distancing move. I don’t want to reinforce the idea that there are some whites who are done, and others that still need work. There’s no being finished.

Plus, in my work, I’m usually addressing white audiences, and the “we” diminishes defensiveness somewhat. It makes them more comfortable. They see that I’m not just pointing fingers outward.

SAB: Do you ever worry about re-centering whiteness?

RD: Well, yes. I continually struggle with that reality. By standing up there as an authority on whiteness, I’m necessarily reinforcing my authority as a white person. It goes with the territory. For example, you’re interviewing me now, on whiteness, and people of color have been saying these things for a very long time.

On the one hand, I know that in many ways, white people can hear me in a way that they can’t hear people of color. They listen. So by god, I’m going to use my voice to challenge racism. The only alternative I can see is to not speak up and challenge racism. And that is not acceptable to me.

It’s sort of a master’s tools dilemma.

SAB: Yes, and racism is something that everyone thinks they’re an authority on.

RD: That drives me crazy. I’ll run into someone I haven’t seen in 20 years in the grocery store, and they’ll say, “Hi! What’ve you been doing?”

And I say, “I got my Ph.D.”

And they say, “Oh wow, what in?”

“Race relations and white racial identity.”

And they’ll go “Oh, well you know. People just need to—”

As if they’re going to give me the one-sentence answer to arguably the most challenging social dynamic of our time. Like, hey, why did I knock myself out for 20 years studying, researching, and challenging this within myself and others? I should have just come to you! And the answer is so simple! I’ve never heard that one before!

Imagine if I was an astronomer. Everybody has a basic understanding of the sky, but they would not debate an astronomer on astronomy. The arrogance of white people faced with questions of race is unbelievable.

Description: Originally released in 1981, This Bridge Called My Back is a testimony to women of color feminism as it emerged in the last quarter of the twentieth century. Through personal essays, criticism, interviews, testimonials, poetry, and visual art, the collection explores, as coeditor Cherríe Moraga writes, “the complex confluence of identities—race, class, gender, and sexuality—systemic to women of color oppression and liberation.” Reissued here, nearly thirty-five years after its inception, the fourth edition contains an extensive new introduction by Moraga, along with a previously unpublished statement by Gloria Anzaldúa. The new edition also includes visual artists whose work was produced during the same period as Bridge, including Betye Saar, Ana Mendieta, and Yolanda López, as well as current contributor biographies. Bridge continues to reflect an evolving definition of feminism, one that can effectively adapt to, and help inform an understanding of the changing economic and social conditions of women of color in the United States and throughout the world.

Description: Across the West, something called multiculturalism is in crisis. Regarded as the failed experiment of liberal elites, commentators and politicians compete to denounce its corrosive legacies; parallel communities threatening social cohesion, enemies within cultivated by irresponsible cultural relativism, mediaeval practices subverting national ‘ways of life’ and universal values. This important new book challenges this familiar narrative of the rise and fall of multiculturalism by challenging the existence of a coherent era of ‘multiculturalism’ in the first place. Description: Since World War II, historians have analyzed a phenomenon of “white flight” plaguing the urban areas of the northern United States. One of the most interesting cases of “white flight” occurred in the Chicago neighborhoods of Englewood and Roseland, where seven entire church congregations from one denomination, the Christian Reformed Church, left the city in the 1960s and 1970s and relocated their churches to nearby suburbs. In Shades of White Flight, sociologist Mark T. Mulder investigates the migration of these Chicago church members, revealing how these churches not only failed to inhibit white flight, but actually facilitated the congregations’ departure. Using a wealth of both archival and interview data, Mulder sheds light on the forces that shaped these midwestern neighborhoods and shows that, surprisingly, evangelical religion fostered both segregation as well as the decline of urban stability. Indeed, the Roseland and Englewood stories show how religion—often used to foster community and social connectedness—can sometimes help to disintegrate neighborhoods. Mulder describes how the Dutch CRC formed an insular social circle that focused on the local church and Christian school—instead of the local park or square or market—as the center point of the community. Rather than embrace the larger community, the CRC subculture sheltered themselves and their families within these two places. Thus it became relatively easy—when black families moved into the neighborhood—to sell the church and school and relocate in the suburbs. This is especially true because, in these congregations, authority rested at the local church level and in fact they owned the buildings themselves. Revealing how a dominant form of evangelical church polity—congregationalism—functioned within the larger phenomenon of white flight, Shades of White Flight lends new insights into the role of religion and how it can affect social change, not always for the better.

Research Brief: Recent Publications on Race and Racism

Here is our latest update on some of the recent scholarly publications the sociology of race and racism. A couple of this research (e.g., Chaudry, Velasquez) could also be categorized as digital sociology, but more about that in a future post.

As always, I’ve noted which pieces are freely available on the web, or “open access” with (OA), and those behind a paywall with (locked). Why do I do this? Some people have begun to question the morality of publishing scholarly work behind paywalls with publishers that ‘make Murdoch look like a socialist.’  I think that’s a discussion we should be having as academics. For those unpersuaded by moral arguments, the purely self-interested academic should note they carry a cost in forgotten, rarely cited work.  Increasingly, open access publications get more widely cited than those locked behind paywalls.

  • Chaudry, Irfan. “#Hashtagging Hate: Using Twitter to Track Racism Online.” First Monday, 20(2), 2015. doi:10.5210/fm.v20i2.5450.  Abstract: This paper considers three different projects that have used Twitter to track racist language: 1) Racist Tweets in Canada (the author’s original work); 2) Anti-social media (a 2014 study by U.K. think tank DEMOS); and, 3) The Geography of Hate Map (created by researchers at Humboldt University) in order to showcase the ability to track racism online using Twitter. As each of these projects collected racist language on Twitter using very different methods, a discussion of each data collection method used as well as the strengths and challenges of each method is provided. More importantly, however, this paper highlights why Twitter is an important data collection tool for researchers interested in studying race and racism. (OA)
  • Garner, Steve. “Injured nations, racialising states and repressed histories: making whiteness visible in the Nordic countries.” Social Identities ahead-of-print (2015): 1-16. Abstract: This paper sets out some parameters for the special issue, focusing on Nordic countries studied as ‘injured nations’, racialising states and repressed histories. The distinctiveness of using whiteness paradigms to accomplish this are specified, and then the individual contributions to the topic are outlined. The processes of racialisation identified and analysed link the past to the present. There are different pathways, from colonised to colonising, from subaltern to dominant racialised position. The specifics of each country’s journey are noted, whilst links to contemporary discourse elsewhere are also established. Although there are populist nationalist parties active in the Nordic countries, the contributors argue that first, it is the mainstream political discourse that enables the more extreme versions: it is not a question of rupture but continuity. Secondly, racialising discourses that place people belonging to the nation in a privileged position vis-à-vis Others can be found outside the formal political arena, in development aid, national cuisine, and in national debates about violence, for example.   • Huber, Lindsay Pérez, and Daniel G. Solorzano. “Visualizing Everyday Racism Critical Race Theory, Visual Microaggressions, and the Historical Image of Mexican Banditry.” Qualitative Inquiry 21, no. 3 (2015): 223-238. Abstract: Drawing from critical race and sociolinguistic discourse analysis, this article further develops the conceptual tool of racial microaggressions—the systemic, cumulative, everyday forms of racism experienced by People of Color—to articulate a type of racial microaggression, we call visual microaggressions. Visual microaggressions are systemic, everyday visual assaults based on race, gender, class, sexuality, language, immigration status, phenotype, accent, or surname that emerge in various mediums such as textbooks, children’s books, advertisements, film and television, dance and theater performance, and public signage and statuary. These microaggressions reinforce institutional racism and perpetuate ideologies of white supremacy. In this article, we use a racial microaggressions analytical framework to examine how the “Mexican bandit” visual microaggression has been utilized as a multimodal text that (re)produces racist discourses that in turn reinforce dominant power structures. These discourses have allowed for the Mexican bandit image to pervade the public imagination of Latinas/os for over 100 years.  (locked)
  • Pulido, Laura. “Geographies of Race and Ethnicity: White Supremacy vs White Privilege in Environmental Racism Research,” Progress in Human Geography published online before print January 21, 2015, doi: 10.1177/0309132514563008. Abstract: In this report I compare two forms of racism: white privilege and white supremacy. I examine how they are distinct and can be seen in the environmental racism arena. I argue that within US geographic scholarship white privilege has become so widespread that more aggressive forms of racism, such as white supremacy, are often overlooked. It is essential that we understand the precise dynamics that produce environmental injustice so that we can accurately target the responsible parties via strategic social movements and campaigns. Using the case of Exide Technologies in Vernon, California, I argue that the hazards generated by its longstanding regulatory noncompliance are a form of white supremacy. (locked)
  • Selod, Saher, and David G. Embrick. “Racialization and Muslims: Situating the Muslim experience in race scholarship.” Sociology Compass 7, no. 8 (2013): 644-655. Abstract: This article reviews how racialization enables an understanding of Muslim and Muslim American experience as racial. Race scholarship in the United States has historically been a Black/White paradigm. As a result, the experiences of many racial and ethnic groups who have become a part of the American landscape due to the passage of the Immigration and Nationality Act of 1965 have largely been ignored in race scholarship. By reviewing racialization and its application to Arabs and Muslims, it is apparent that scholars must continuously explore newer theories and languages of race. Racialization not only provides a way to understand the fluidity of race and racism but it also contributes to the advancement of race scholarship by reflecting on the current contextual influences on race.   • Selod, Saher. “Citizenship Denied: The Racialization of Muslim American Men and Women post-9/11.” Critical Sociology (2014): 0896920513516022. Abstract:The racialization of Muslim Americans is examined in this article. Qualitative in-depth interviews with 48 Muslim Americans reveal they experience more intense forms of questioning and contestation about their status as an American once they are identified as a Muslim. Because Islam has become synonymous with terrorism, patriarchy, misogyny, and anti-American sentiments, when participants were identified as Muslims they were treated as if they were a threat to American cultural values and national security. Their racialization occurred when they experienced de-Americanization, having privileges associated with citizenship such as being viewed as a valued member of society denied to them. This article highlights the importance of gender in the process of racialization. It also demonstrates the need for race scholarship to move beyond a black and white paradigm in order to include the racialized experiences of second and third generations of newer immigrants living in the USA.   • Shams, Tahseen. “The Declining Significance of Race or the Persistent Racialization of Blacks? A Conceptual, Empirical, and Methodological Review of Today’s Race Debate in America.” Journal of Black Studies (2015): 0021934714568566. Abstract: The sociological literature of the past several decades has emphasized two apparently contradictory perspectives—the “declining significance of race” and persistent racialization of Blacks. This article surveys the empirical evidence in support of both these perspectives and attempts to explain this seeming contradiction. Based on a thorough review of recent literature on this polarized debate, this article argues that proponents of the decline of race argument misconceptualize race and apply methodologies that fail to measure the hidden ways in which structural racism still operates against African Americans today. The article concludes that White racial framing of colorblindness operating on a flawed conceptualization of race and inadequate methodology masks a reality where racism persists robustly, but more subtly than during the pre-civil rights era. (locked)
  • Thompson, Cheryl. “Neoliberalism, Soul Food, and the Weight of Black Women.” Feminist Media Studies ahead-of-print (2015): 1-19. Abstract: This article examines the representation of Black women’s weight in contemporary diet advertising and African American film. It positions socioeconomic class as a significant factor that distinguishes between “good” weight and “bad” weight. I argue that there is a distinction to be made between representations of poor and working-class fat Black women and middle-class fat Black women. The increased presence of Black women as diet spokeswomen is also questioned. The social construction and filmic representation of the African American cuisine “Soul Food” and the political economic notion of neoliberalism are used as frameworks to deconstruct how notions of self-discipline, personal responsibility, and citizenship impact upon Black women’s bodies. As a case study, I examine the careers of Oprah Winfrey and Gabourey Sidibe and the ways in which their weight has been differently coded based on class, the neoliberal rhetoric of “personal responsibility,” and food. I ultimately critique how contemporary media has helped to shape contemporary discourses on Black women’s weight.
  • Velasquez, Tanya Grace. “From Model Minority to “Angry Asian Man”: Social Media, Racism, and Counter-Hegemonic Voices.” In Modern Societal Impacts of the Model Minority Stereotype, ed. Nicholas Daniel Hartlep, 90-132 (2015). doi:10.4018/978-1-4666-7467-7.ch004. Abstract: In various social media formats, Asian Americans have posted angry and creative reactions to cyber racism. This chapter discusses the benefits of using social media discourse analysis to teach students about the modern societal impact of the model minority stereotype and Asian Americans who resist online. Methods and theories that support this interdisciplinary approach include racial identity development theory, racial formations, critical race theory, feminist perspectives, and culturally relevant pedagogy. As a result, students learn to deconstruct cultural productions that shape the sociopolitical meanings of Asian American identity while critically reflecting on their own experiences with the stereotype. The work discussed in this chapter is based on participatory action research principles to develop critical media literacy, foster counter-hegemonic stories, and promote social change that expands our knowledge, institutional support, and compassion for the divergent experiences of Asian Americans, particularly in college settings. (locked)

Research Brief: Intersectionality

For today’s research brief, I’ve pulled together some sources on intersectionality. The acceptance speech by Patricia Arquette at last night’s Academy Awards show has a lot of people talking about the importance of understanding intersectionality, but as Akiba Solomon at Colorlines reminds us, not everyone understands what intersectionality means. So, if you’re unclear about what it means, here are a few items to add to your reading list. As always in these research briefs, I note whether articles are behind a paywall (locked), or freely available on the open web (OA).

  • Brah, Avtar, and Ann Phoenix. “Ain’t IA Woman? Revisiting Intersectionality.”Journal of International Women’s Studies 5, no. 3 (2013): 75-86. Abstract: In the context of the second Gulf war and US and the British occupation of Iraq, many ‘old’ debates about the category ‘woman’ have assumed a new critical urgency. This paper revisits debates on intersectionality in order to show that they can shed new light on how we might approach some current issues. It first discusses the 19th century contestations among feminists involved in anti-slavery struggles and campaigns for women’s suffrage. The second part of the paper uses autobiography and empirical studies to demonstrate that social class (and its intersections with gender and ‘race’ or sexuality) are simultaneously subjective, structural and about social positioning and everyday practices. It argues that studying these intersections allows a more complex and dynamic understanding than a focus on social class alone. The conclusion to the paper considers the potential contributions to intersectional analysis of theoretical and political approaches such as those associated with post-structuralism, post-colonial feminist analysis, and diaspora studies.   • McCall, Leslie.“The complexity of intersectionality.” Signs 40, no. 1 (2014). Opening (in lieu of abstract): Since critics first alleged that feminism claimed to speak universally for all women, feminist researchers have been acutely aware of the limitations of gender as a single analytical category. In fact, feminists are perhaps alone in the academy in the extent to which they have embraced intersectionality—the relationships among multiple dimensions and modalities of social relations and subject formations—as itself a central category of analysis. One could even say that intersectionality is the most important theoretical contribution that women’s studies, in conjunction with related fields, has made so far. Yet despite the emergence of intersectionality as a major paradigm of research in women’s studies and elsewhere, there has been little discussion of how to study intersectionality, that is, of its methodology.(locked)
  • Nash, Jennifer C. “Re-thinking intersectionality.” Feminist Review 89, no. 1 (2008): 1-15. Abstract: Intersectionality has become the primary analytic tool that feminist and anti-racist scholars deploy for theorizing identity and oppression. This paper exposes and critically interrogates the assumptions underpinning intersectionality by focusing on four tensions within intersectionality scholarship: the lack of a defined intersectional methodology; the use of black women as quintessential intersectional subjects; the vague definition of intersectionality; and the empirical validity of intersectionality. Ultimately, my project does not seek to undermine intersectionality; instead, I encourage both feminist and anti-racist scholars to grapple with intersectionality’s theoretical, political, and methodological murkiness to construct a more complex way of theorizing identity and oppression.   • Yuval-Davis, Nira. “Intersectionality and feminist politics.” European Journal of Women’s Studies 13, no. 3 (2006): 193-209. Abstract: This article explores various analytical issues involved in conceptualizing the interrelationships of gender, class, race and ethnicity and other social divisions. It compares the debate on these issues that took place in Britain in the 1980s and around the 2001 UN World Conference Against Racism. It examines issues such as the relative helpfulness of additive or mutually constitutive models of intersectional social divisions; the different analytical levels at which social divisions need to be studied, their ontological base and their relations to each other. The final section of the article attempts critically to assess a specific intersectional methodological approach for engaging in aid and human rights work in the South. (locked)

Research Brief: Race, Racism, Policing and Cameras

Here is your weekly research brief with some of the latest research in the field of race and racism. Given the recent attention on police brutality as a form of racism, and the call among many activists for body cameras (or, OOVCs -“on officer video cameras”), I thought I would take use today’s research brief to share some of the relevant research. One special note about this research brief: below I include a report from “The Police Foundation” that strongly supports the use of OOVCs. This report has been reported on by the Guardian and the New York Times, but beyond that, I cannot vouch for it since I do not know who or what is beyond the foundation publishing it and it hasn’t been subjected to the usual peer review. That said, I thought people might be interested in reading the actual report since it is getting a good deal of attention.

Race, racism and policing:

  • Bhattacharyya, Gargi S. Dangerous Brown Men: Exploiting Sex, Violence and Feminism in the ‘War on Terror’. Zed Books, 2008. Abstract: Why is the public presentation of the war on terror suffused with sexualised racism? What does this tell us about ideas of gender, sexuality, religious and political identity and the role of the state in the Western powers? Can we diffuse inter-ethnic conflicts and change the way the West pursues its security agenda by understanding the role of sexualised racism in the war on terror? In asking such questions, Gargi Bhattacharyya considers how the concepts of imperialism, feminism, terror and security can be applied, in order to build on the influential debates about the sexualised character of colonialism. She examines the way in which western imperial violence has been associated with the rhetoric of rights and democracy – a project of bombing for freedom that has called into question the validity of western conceptions of democracy, rights and feminism. Such rhetoric has given rise to actions that go beyond simply protecting western interests or securing access to scarce resources and appear to be beyond instrumental reason. The articulations of racism that appear with the war on terror are animated by fears and sexual fantasies inexplicable by rational interest alone. There can be no resolution to this seemingly endless conflict without understanding the highly sexualised racism that animates it. Such an understanding threatens to pierce the heart of imperial relations, revealing their intense contradictions and uncovering attempts to normalise violent expropriation.
  • Brunson, Rod K., and Jody Miller. “Young Black Men and Urban Policing in the United States.” British journal of criminology 46, no. 4 (2006): 613-640. Abstract: People of colour living in disadvantaged urban communities have been shown to be the disproportionate recipients of both proactive policing strategies and various forms of police misconduct. As a consequence, a growing body of research has begun to examine the relationship between blacks’ experiences with the police and their perceptions of police legitimacy. While urban minority young men are primary recipients of proactive policing efforts, few studies have examined in depth their particular experiences with the police. Drawing from a broader qualitative study of violence in the lives of African-American youths from a distressed urban community, this paper examines 40 young men’s experiences with and perceptions of police harassment and misconduct. Our findings highlight young men’s sense of themselves as symbolic assailants in the eyes of the police, suggest the importance of measuring the impact of accumulated negative experiences to better understand minority/police relations, and add additional currency to recent findings on the significance of procedural justice.   • Cashmore, Ernest, and Eugene McLaughlin, eds. Out of Order?: Policing Black People. Routledge, 2013. Abstract: First published in 1991, this book evaluates and compares the problematic relationships that have sometimes existed between police and Afro-Caribbean people in Britain and in the United States of America. Contributors from both sides of the Atlantic assess conflicting claims from police and black communities, as to whether some police are racist or too brutal in their operations. Although this book was written in the early 90s, many of the issues discussed remain interesting and relevant to our society today. (locked)
  • Rowe, Michael. Policing, Race and Racism. Taylor & Francis, 2004. Abstract: Over recent years race has become one of the most important issues faced by the police. This book seeks to analyse the context and background to these changes, to assess the impact of the Lawrence Inquiry and the MacPherson Report, and to trace the growing emphasis on policing as an ‘antiracist’ activity, proactively confronting racism in both crime and non-crime situations. Whilst this change has not been wholly or consistently applied, it does represent an important change in the discourse that surrounds police relations with the public since it changes the traditional role of the police as ‘neutral arbiters of the law’. This book shows why race has become the most significant issue facing the British police, and argues that the police response to race has led to a consideration of fundamental issues about the relation of the police to society as a whole and not just minority groups who might be most directly affected.   • Shalhoub‐Kevorkian, Nadera. “Racism, Militarisation and Policing: Police Reactions to Violence against Palestinian Women in Israel.” Social Identities 10, no. 2 (2004): 171-193. Abstract: This article moves beyond the discussion of police racism to a broader account of the militaristic racism of policing in Israel. The highly permeable boundaries between the military, society and the political conflict all affect how violence against women is policed. Focusing on case studies of police officers’ perceptions of abused Palestinian Israeli women — members of an ethnic and indigenous minority — this paper considers key features of the policing of violence against women in a militaristic context and during a continuous political conflict. Police officers’ philosophies and actions in law enforcement concerning violence against women are critically scrutinised. The findings indicate that while some aspects of cultural difference between the indigenous ethnic group and the majority are relevant to policing, focusing predominantly on the ‘cultural characteristics’ or ‘ethnic traditions or rituals’ of the policed population and denying the effect of the political conflict between Israel and the Palestinians as a factor in the militarisation of policing can reinforce rather than ameliorate ethnic prejudice, racism and discrimination. Cameras and policing:

  • Ariel, Barak and Tony Farrar. “Self-Awareness to Being Watched and Socially Desirable Behavior: A Field Experiment on the Effect of Body-Worn Cameras on Police Use-of-Force.”  (Report of The Police Foundation, 2014) This randomized controlled trail represents the first experimental evaluation of body-worn video cameras used in police patrol practices. Cameras were deployed to all patrol officers in the Rialto (CA) Police Department. Every police patrol shift during the 12-month period was assigned to experimental or control conditions. Wearing cameras was associated with dramatic reductions in use-of-force and complaints against officers. The authors conclude: “The findings suggest more than a 50% reduction in the total number of incidents of use-of-force compared to control-conditions, and nearly ten times more citizens’ complaints in the 12-months prior to the experiment.” (OA)
  • Goold, Benjamin J. “Public area surveillance and police work: the impact of CCTV on police behaviour and autonomy.” Surveillance & Society 1, no. 2 (2002): 191-203. Abstract: Drawing on a recent study of the impact of closed circuit television (CCTV) cameras on policing practices in a large English police force, this paper considers whether the presence of surveillance cameras affects the working attitudes and behaviour of individual police officers. In particular, this paper asks whether CCTV makes the police more accountable or more cautious in the exercise of their discretion in public spaces. Although noting that in certain circumstances CCTV may inadvertently help to reduce incidences of police misconduct, this paper concludes by arguing that more needs to be done to prevent the police from interfering with the operation of CCTV and gaining unauthorised access to potentially incriminating video evidence.   • Harris, David A. “Picture This: Body Worn Video Devices (‘Head Cams’) as Tools for Ensuring Fourth Amendment Compliance by Police.” Texas Tech Law Review, Forthcoming (2010). Abstract: A new technology has emerged with the potential to increase police compliance with the law and to increase officers’ accountability for their conduct. Called “body worn video” (BWV) or “head cams,” these devices are smaller, lighter versions of the video and audio recording systems mounted on the dash boards of police cars. These systems are small enough that they consist of something the size and shape of a cellular telephone earpiece, and are worn by police officers the same way. Recordings are downloaded directly from the device into a central computer system for storage and indexing, which protects them from tampering and assures a defensible chain of custody. This article explores the good that BWV can do for both the police and members of the public, particularly how these recordings might play a role in assuring that officers comply with Fourth Amendment search and seizure rules. Field tests of BWV in Britain have shown that police used the devices to keep records and record evidence, and that the devices were a uniquely effective bulwark against false complaints. Coupled with a requirement that every citizen encounter involving a search or seizure be recorded, and a presumption that without a recording the factfinder must draw inferences in favor of the defendant, BWV can help resolve disputes over search and seizure activities, and give the public a heretofore unattainable degree of assurance that police officers enforcing the law obey it as they do so. While BWV is certainly no panacea, and presents significant issues of tampering and reliability, it can help bring accountability and rule following to an aspect of police behavior that has largely proven resistant to it.   • Young, Jacob TN, and Justin T. Ready. “Diffusion of Ideas and Technology: The Role of Networks in Influencing the Endorsement and Use of On-Officer Video Cameras.” Journal of Contemporary Criminal Justice (2014): 1043986214553380. Abstract: On-officer videos, or body cameras, can provide objective accounts of interactions among police officers and the public. Police leadership tends to view this emerging technology as an avenue for resolving citizen complaints and prosecuting offenses where victims and witnesses are reluctant to testify. However, getting endorsement from patrol officers is difficult. These incongruent cognitive frames are a cultural barrier to the utilization of innovative technologies. Understanding the mechanisms that lead to the deconstruction of these barriers is essential for the integration of technology into organizations. Using affiliation data collected from a large police department in Southwestern United States over a 4-month period, we find that interactions with other officers provide a conduit for facilitating cognitive frames that increase camera legitimacy. Abstract: Synthesizing hundreds of studies, this report details how unconscious phenomena in our minds–implicit bias, racial anxiety, and stereotype threat–impact our education and health care systems, while offering empirical, research-driven solutions to overcome their effects.   • Hall, Erika V., Katherine W. Phillips, and Sarah SM Townsend. “A rose by any other name?: The consequences of subtyping “African-Americans” from “Blacks”.” Journal of Experimental Social Psychology 56 (2015): 183-190. Abstract: Racial labels often define how social groups are perceived. The current research utilized both archival and experimental methods to explore the consequences of the “Black” vs. “African-American” racial labels on Whites’ evaluations of racial minorities. We argue that the racial label Black evokes a mental representation of a person with lower socioeconomic status than the racial label African-American, and that Whites will react more negatively toward Blacks (vs. African-Americans). In Study 1, we show that the stereotype content for Blacks (vs. African-Americans) is lower in status, positivity, competence, and warmth. In Study 2, Whites view a target as lower status when he is identified as Black vs. African-American. In Study 3, we demonstrate that the use of the label Black vs. African-American in a US Newspaper crime report article is associated with a negative emotional tone in that respective article. Finally, in Study 4, we show that Whites view a criminal suspect more negatively when he is identified as Black vs. African-American. The results establish how racial labels can have material consequences for a group. (locked)

Short description: Meditations on race, identity, and social policy provide an outline for laying claim to our shared humanity and a way toward healing ourselves and securing our future. The book challenges us to replace attitudes and institutions that promote and perpetuate social suffering with those that foster relationships and a way of being that transcends disconnection and separation. Foundation processes aimed at racial equity change often overlook the privileged side of inequity. · Through our experience as racial equity practitioners, we have encountered at least three challenges to engaging foundations in exploring white privilege and white culture in their internal and external racial equity work.· For foundations to work toward racial equity through their philanthropic investments and leadership, they must shine a light on white privilege and white culture both internally and externally. · This article discusses tools for tackling those challenges: creating a container with intentional group norms, exploring accumulated racial advantages and disadvantages, reflecting on white culture, and caucusing by racial identity.(locked)
  • Jablonski, Nina G. Living Color: The Biological and Social Meaning of Skin Color (University of California Press, 2014). Abstract: Living Color is the first book to investigate the social history of skin color from prehistory to the present, showing how our body’s most visible feature influences our social interactions in profound and complex ways. Nina Jablonski begins this fascinating and wide-ranging work with an explanation of the biology and evolution of skin pigmentation, tracing how skin color changed as humans moved around the globe, exploring the relationship between melanin and sunlight, and examining the consequences of mismatches between our skin color and our environment due to rapid migrations, vacations, and other life-style choices. Chapter 1 of the book is (OA).
  • Mayorga-Gallo, Sarah. Behind the White Picket Fence: Power and Privilege in a Multiethnic Neighborhood (University of North Carolina Press, 2014). Abstract: The link between residential segregation and racial inequality is well established, so it would seem that greater equality would prevail in integrated neighborhoods. But as Sarah Mayorga-Gallo argues, multiethnic and mixed-income neighborhoods still harbor the signs of continued, systemic racial inequalities. Drawing on deep ethnographic and other innovative research from “Creekridge Park,” a pseudonymous urban community in Durham, North Carolina, Mayorga-Gallo demonstrates that the proximity of white, African American, and Latino neighbors does not ensure equity; rather, proximity and equity are in fact subject to structural-level processes of stratification. Behind the White Picket Fence shows how contemporary understandings of diversity are not necessarily rooted in equity or justice but instead can reinforce white homeowners’ race and class privilege; ultimately, good intentions and a desire for diversity alone do not challenge structural racial, social, and economic disparities. This book makes a compelling case for how power and privilege are reproduced in daily interactions and calls on readers to question commonsense understandings of space and inequality in order to better understand how race functions in multiethnic America.   • Whitfield, Darren L., N. Eugene Walls, Lisa Langenderfer-Magruder, and Brad Clark. “Queer Is the New Black? Not So Much: Racial Disparities in Anti-LGBTQ Discrimination.” Journal of Gay & Lesbian Social Services 26, no. 4 (2014): 426-440. Abstract: The present study examines the intersection of race and sexual orientation in the experience of discrimination among lesbian, gay, bisexual, transgender, and queer (LGBTQ) people. The results of the study suggest that while a majority of LGBTQ individuals report being victims of anti-LGBTQ discrimination, racial minorities experience even greater levels of anti-LGBTQ discrimination than do White LGBTQ people. The findings suggest that the intersection of race and sexual orientation creates elevated levels of discrimination risk beyond the already elevated rates of discrimination experienced by members of the LGBTQ community for LGBTQ racial minorities.   • Cunningham, Jennifer M. “Features of Digital African American Language in a Social Network Site.” Written Communication, October 2014, (Vol. 31 No. 4): 404-433. Abstract: This study examines a social network site (SNS) where specific interlocutors communicate by combining aspects of academic American English (AE), digital language (DL), and African American Language (AAL)—creating a digital form of AAL or digital AAL (DAAL). This article describes the features of DAAL in the discursive, online context of MySpace, by analyzing a corpus of DAAL comments (1,494 instances). The use of SNSs affords a space where AAL exists in written form, serving the function of approximating spoken AAL. More interesting, however, is the function that DAAL serves as a text that is visually distinct from AE, emphasizing the orthographic freedom of DAAL on SNSs. By examining how DL and AAL exist and combine in an SNS environment, this research found DAAL to be a robust form of written communication. (locked)
  • Holling, Michelle A., Dreama G. Moon, and Alexandra Jackson Nevis. “Racist Violations and Racializing Apologia in a Post-Racism Era.” Journal of International and Intercultural Communication ahead-of-print (2014): 1-27. Abstract: In theorizing the dialectic of public acts of white racial offenses and the in/sufficiency of apologia associated with white racial discourse, we examine racist violations and racializing apologia from 24 white public figures in the United States between 1996 and 2012. Analysis of racist violations reveals that each offense undermines race as a social and political marker, whereas racializing apologia makes explicit the constant force of racialization and latent nature of whiteness in apologia strategies. We view racializing apologia as potentially liberatory, capable of allowing for a defense of oneself and challenging reproduction of racial formations. (locked)
  • Reger, Jo. “The Story of a Slut Walk Sexuality, Race, and Generational Divisions in Contemporary Feminist Activism.” Journal of Contemporary Ethnography (2014): 0891241614526434. Drawing on a participant observation at a 2011 slut walk, I use elements of autoethnography to investigate issues and divisions in contemporary feminism. Slut walks emerged as a form of feminist protest early in 2011 when a police officer remarked that women should stop dressing like sluts if they did not want to be victimized, spurring a global mobilization promoting ideas such as “sexual profiling” and “slut shaming.” As quickly as the slut walks spread, critiques also emerged. In this essay, I explore the critiques of claiming slut as an empowering identity through my own experiences. I present five scenarios from the protest as a way of examining ideas such as “inverted” generational disidentification, the legitimization of patriarchal and feminist gazes, the articulation and silencing of women’s and girls’ sexual desire, social movement spillover, and the continuation of racial divides in North American feminism.   • Titley, Gavin. “No apologies for cross-posting: European trans-media space and the digital circuitries of racism.” Crossings: Journal of Migration & Culture, March, 2014 Vol. 5, Issue 1, . doi:10.1386/cjmc.5.1.41_1. Abstract: This article proposes points of departure for researching the circulation and assemblage of racist ideas and racializing discourses in the trans-media space of interactive, hybrid digital media. It contends that racist mobilizations are increasingly invested in organized and opportunistic communicative actions that depend on the integration of interactive digital media to a wider media ecology and European political environment. Further, if social media can be understood as a constant ‘invitation to discourse’, then they also provide an invitation to discourse on the nature and scope of racism in a putatively ‘post-racial’ era. In contending that the affordances and dynamics of social media networks are politically generative in relation to the politics of racism, it proposes working with malleable resources in the sociology of racism to develop approaches that are not limited to the established focus on extremist sites, but that can account both for the circuitries of digital media exchange and the particularities of regional racial formations.   • Von Robertson, Ray, Alma Bravo, and Cassandra Chaney. “Racism and the Experiences of Latina/o College Students at a PWI (Predominantly White Institution).”  Critical Sociology (2014): 0896920514532664. Abstract: This study explored Latina/o American college students at a predominantly white university in the South. The authors assessed how 12 Latina/o American college students understood racism and racial microaggressions, and developed counter-spaces to navigate the white college milieu. Qualitative analysis revealed instances of racism were dealt with through assimilation and working hard to excel. Additional responses involved aligning themselves with same-race groups and maintaining a high grade point average. Our findings demonstrated that Latina/o students often utilized counter-spaces and determination to excel in college. Finally, a major contribution of our research was that it provided an example of a small case study of Latinas/os, primarily consisting of males, a group that has traditionally been underrepresented in higher education, who performed very well academically at a PWI.   • Weiner, Melissa F. “The Ideologically Colonized Metropole: Dutch Racism and Racist Denial.” Sociology Compass 8, no. 6 (2014): 731-744. Abstract: Many in The Netherlands deny the existence of race and racism even as significant research strongly suggests otherwise. This paper synthesized existing literature to illuminate The Netherlands’ unique form of racism, which is rooted in racial neoliberalism, anti-racialism (i.e. the denial of race), racial Europeanization, and the particular Dutch history of colonial exploitation. This article summarizes existing scholarship addressing racism in wide array of social institutions in The Netherlands before addressing the historical roots of Dutch racism and how Dutch aphasia and racial Europeanization deny the links between contemporary and historical oppression before, finally, offering an explanation for this disconnect. Today is the start of International Open Access Week, and so today’s research brief will feature only research that’s freely available on the web to anyone regardless of institutional affiliation.  (What’s open access you may be wondering and why should academics care about it?   • Coleman, Robin R. Means. “Training Day and The Shield: Evil Cops and the Taint of Blackness” (book chapter from) The Changing Face of Evil in Film and Television (2007): 101. Abstract: “The police detectives of Hollywood’s Training Day (2001) and cable televisions The Shield (2002-) Alonzo Harris and Vic Mackey, represent the newest face of evil in entertainment media. Harris and Mackey are menacing, rough cops who rule their urban beats like the  street gangs and criminals who co-exist in the same cement terrain. Training Day and The Shield utilise a discourse that emphasises racial signifiers and class positioning to portray a social environment that justifies the presence of such troublesome policing. Through a critical, cultural analysis of these figures, we explore these sociopolitical themes while expounding upon definitions of evil that begin with describing a war between light and dark, black and white. Our analysis is informed by James McDaniel,
    St. Augustine, and Nietzsche’s definitions of evil. We argue that, by definition, only the Alonzo Harris characterisation, portrayed by a black body, in contrast with that of a white Vic Mackey, can be considered truly evil in nature by virtue of his undivided emersion in the ‘dark’ — morally and racially.” (OA)

  • Lavoie, Carmen. “Institutional Racism and Individual Agency: A Case Study using Foucault’s Disciplinary Power.”  Critical Social Work, (2014) Vol. 15, No. 1. Abstract: “Institutional racism is a principal factor in the exclusion and oppression of racialized groups. Social work scholars have examined the organizational indicators, attitudes, and actions of staff that contribute to institutional racism in order to elucidate its function. However, an understanding of the interplay between institutions and individuals within institutional racism has remained largely elusive. This paper aims to address this gap. Using the work of French philosopher Michel Foucault and his theorization of disciplinary power, this paper presents a case study of one social worker’s efforts to address racism in her organization. The result is a unique understanding of institutional racism that considers the dynamic interactions between institutional constraints and individual agency. Such an analysis enables those in direct practice as well as in leadership roles who are committed to anti-oppression social work to understand the barriers and routes to anti-racist institutional change.” (OA)
