Racist Eugenics: Alive and Well in NC

Scholars have long drawn parallels between laws banning interracial and same-sex marriage. The conversation came full circle Monday morning when Jodie Brunstetter, wife of North Carolina Senator Peter Brunstetter (R), explained that her husband co-authored a recent piece of anti-same-sex marriage legislation to “protect the Caucasian race.” Brunstetter continued, “The reason my husband wrote Amendment 1 was because the Caucasian race is diminishing and we need to uh, reproduce.” Placing “race reproduction” at the center of her argument, Brunstetter advocates for a positive eugenics program, a central element of traditional anti-miscegenation statues.

Faced with increasing interracial contact in the late 19th century, whites turned to the pseudo-science of eugenics to justify racial segregation. Eugenicists argued that both the physical and character traits of individuals are biologically determined, and thus the genetic quality of society can be made better or worse through artificial selection. Whites were attracted to eugenics because they assumed the superiority of the white race and the importance of racial separation, but they feared, and eugenics proved “proof,” that interracial sex would result in future generations dominated by “inferior” racial characteristics. Thus, a positive eugenics program was required to guarantee the longevity of the white race. Central to this program, was legislating the prohibition of interracial intimacy. One of the most notable pieces of anti-miscegenation legislation is Virginia’s Racial Integrity Act of 1924.

Desiring to maintain the “racial integrity” of the nation as well as their dominant position, white Virginians once passed the Racial Integrity Act, a law forbidding whites from marrying anyone of another race. Limiting marriage to persons of the same race, the Virginia law sough to ensure the reproduction of the white race and prevent the “deplorable evil” of interracial sex.

Specifically, “racial integrity” laws were concerned with preventing biracial children. As Justice Brown argued in Scott v. State (1869):

The amalgamation of the races is not only unnatural, but is always productive of deplorable results. Our daily observation shows us, that the offspring of these unnatural connections are generally sickly and effeminate, and that they are inferior in physical development and strength to the full-blood of either race. It is sometimes urged that such marriages should be encouraged, for the purpose of elevating the inferior races. The reply is, that such connections never elevate the inferior race to the position of the superior, but they bring down the superior to that of the inferior. They are productive of evil, and evil only.

This except from Justice Brown’s opinion is indicative of the eugenicist ideology dominating the courts of this time. Primarily concerned with “reproducing the race” and maintaining the “racial integrity of the nation,” anti-miscegenation laws presented a positive eugenics program much like that advocated by Brunstetter. However, such laws also had a damning impact on white women… confining them to the one role of mother.

Fueled by eugenicist rhetoric, whites argued against education and careers outside the home for white women, charged them to reproducing the race. According to eugenicists, changes in traditional gender roles equates to racial suicide and thus women were should be confined to their “birthing duties.” As historian Lisa Linquist Dorr [[]] explains, “social stability depended on the controlling of women’s sexuality as a means of assuring they were virtuous enough to raise virtuous children.” Dorr continues:

Eugenic supporters of the Racial Integrity Act articulated a central concern: women, intoxicated by the exciting adventures of youth, might ignore the opinions of their elders, their traditions, and, ultimately, their racial pride, which, because of women’s reproductive capacity, was especially important.

Framing white motherhood as a matter of racial pride, eugenicists sought limited white women to the role of mother. Women desiring interracial sexual contact were often met with forced sterilization by white doctors seeking to “protect the white race.”

Reflecting on the eugenicists rhetoric motivating anti-miscegenation law, there are parallels between anti-interracial and anti-same-sex marriage advocates such as Brunstetter. Arguing America was “founded by whites,” Brunstetter is establishing America’s racial genealogy which must be “preserved” through guaranteeing white procreating. Because gay and lesbian couples lack this ability, Brunstetter deems their relationships null and void. Situating reproduction at the center of her argument, Brunstetter also confines white women to their “birthing duties” advocated by eugenicists

Since making the original comments, Brunstetter has insisted her comment “wasn’t anything race related” and “they [democrats] have made it a racial issue when it is not.” However, Brunstetter has not been able to explain her use of explicitly racial rhetoric in an allegedly non-racial conversation. Placing Brunstetter’s comments within a larger sociohistorical context, her arguments against same sex marriage heavily coincide with those used against interracial marriage.

The Huge Racial Wealth Gap: A Systemic Analysis



On Tuesday, July 26, Pew Research Center published a report entitled “Wealth Gaps Rise to Record Highs Between Whites, Blacks, and Hispanics.” In the study, calculating wealth as the accumulated sum of assets minus the sum of debt, the authors report

The median wealth of white households is 20 times that of black households and 18 times that of Hispanic households. . . . These lopsided wealth ratios are the largest since the government began publishing such data a quarter century ago.

Pew attributes their finding to the fact that “Minority households largely depend on home equity as a source of wealth” and “the housing market has yet to recover” from the housing bust which began in 2007. However, this explanation fails to explain the magnitude of racial wealth disparities. To adequately analyze the racial wealth gap, one must explore America’s history of unjustly enriching whites.

America’s history has been one of unjustly enriching whites and impoverishing people of color. Sociologist Joe Feagin (2006; 2010) defines unjust enrichment and impoverishment as “the unjust theft of labor or resources by one group, such as white Americans, from another group, such as black Americans.” According to Feagin (2010):

For over fourteen generations the exploitation of African Americans has redistributed income and wealth earned by them to generations of white Americans, leaving the former relatively impoverished as a group and the latter relatively privileged and affluent as a group.

This story of exploitation by whites has long been the story of American economics. In his discussion of black exploitation and the American centuries old “racial classes,” Oliver Cox (1948) argues, whites decided “to proletarianize a whole people.” In doing so, whites established a socioeconomic system centered on syphoning the labor and resources from melaninated bodies and placing it into white America. Supporting this claim, in his analysis of the development of the American economic system, Feagin argues (2010):

It is unlikely that the American colonies and, later, the United States would have seen dramatic agricultural and industrial development in the eighteenth and nineteenth centuries without the blood and sweat of those enslaved…Without slave labor it seems likely there would have been no successful textile industry, and without the cotton textile industry–the first major U.S. industry–it is unclear how or when the United States would have become a major industrial power.

Here one sees just how integral the theft of labor was for American economics. Whites needed to prey on minorities to create a nation in which amassing great wealth was possible. Without stealing the labor and resources of people of color, it is very unlikely America would have ever prospered. However, continuously reinvesting the wealth accumulated on the backs of the enslaved in new economic and industrial ventures created the prosperity enjoyed in the modern United States–particularly by white Americans. The wealth that was not reinvested, was often passed down familial lines in the form of inheritance which many white Americans benefit from today. Using the concepts of unjust enrichment and impoverishment, one gains more insight into Pew’s data on the racial wealth gap.

Reviewing the new data on the racial wealth gap, one sees just how unequal wealth is distributed across races in America. While the housing bust of the last 4 years is a clear factor in the amount of wealth accumulated by Americas, it is not that minorities have most of their wealth in home equity that causes the racial wealth gap. The key is that whites do not and why. As Pew reports, “A higher share of whites than blacks or Hispanics own stocks–as well as mutual funds and 401(k) or individuals retirement accounts (IRAs).”

The ability to acquire such means of wealth dates back to the founding of America. From first contact with people of color, whites have established a system of stealing resources and labor from the racialized “other” and placing it in white America. Due to centuries of this practice, whites have been able to accumulate great sources of wealth outside of home equity. Furthermore, whites have often monopolized certain sources of wealth and more importantly sentenced minorities to generations of impoverishment. The neglect of America’s history of unjust enrichment and impoverishment is a major hole in Pew’s report. Without contextualizing wealth in America, Pew is only telling half of the story. The practice of stealing resources and labor from people of color and placing into white America is central to why whites have been able to amass such wealth and must be considered if one is to honestly discuss the racial wealth gap.

Universal Racial Justice: Priority #1



In response to a recent New York Times article entitled “Black? White? Asian? More Young Americans Choose All of the Above”, which suggests mixed race teens are “beginning to reject the “one-drop rule” and embrace their multiple racial heritages,” Tuesday, John McWhorter, conservative author of Losing the Race: Self-Sabotage in Black America, wrote an article in The Root entitled “Let’s Stop Being Angry at Biracial People.” In typical McWhorter fashion, the author was very critical of Blacks arguing they are “adopting the racial-classification strategies of Strom Thurmond” and other white supremacist by encouraging biracials to identify as Black. McWhorter’s argument could not be further from the truth. Black animosity toward multiracials does not stem from internalizing white racist classification schemes. Blacks’ hostility toward multiracialism stems from biracials privileging their personal identities over the universal struggle of people of color against white supremacy. Supporting this claim, Natalie, a respondent in my current project looking at the multiracial movement, suggests:

They [the multiracial movement] need to become more aware of the politics of race in the United States rooted in equality concerns not cultural identity concerns. Cultural identity is fluid and highly personal, but racial justice is a need for the collective to embrace with an understanding of how nonwhites are viewed.

Natalie, as well as sociologists Rainier Spencerand Jared Sexton, suggests, the problems between biracials and Blacks are rooted in biracials placing a higher priority on personal identity recognition than on universal racial justice. McWhorter’s argument is based on a false assumption and only serves to frame Blacks as racist and pathological–as much of his work does. Arguing Blacks are the party championing racism, it is McWhorter who has embraced the colorblind lie and denial of the systemic nature of race in America.

In McWhorter’s argument, Black anger toward the multiracial project stems not just from accepting the white racist classification system, but also from deep feelings of self-hate. According to McWhorter:

That anger comes from insult — specifically, a sense that Troy must think he’s better than they are. After all, why couldn’t they just allow that Troy has had a different life from theirs? Or, more simply, open up to the obvious fact that some people are genetically (and culturally) more black than others? Those would be perfectly natural responses. Thinking that Troy looks down on you is just one alternative. And that alternative can feel natural only to someone who deep down does feel that being black is somehow lowly. [Emphasis added]

This excerpt reveals McWhorter’s assumptions about Blacks. In this statement it is clear McWhorter believes Blacks feel themselves to be a “lowly” and inferior race and thus perceive expressions of multiraciality to be offensive. However, as evidenced in their rich counter-frames, Blacks have historically maintained a positive self-image despite whites’ assault on their personhood.

It is whites who view blackness as a lowly status, not Blacks. The historical record shows McWhorter’s assumption of Black self-loathing to be clearly incorrect. After this assumption is shown to be false, McWhorter’s argument collapses. Once it is shown Blacks love themselves, McWhorter doesn’t have an argument because Black self-hate is the core of why he believes Blacks oppose multiracialism.. Therefore, biracials being encouraged to identify as Black is not an act of anger for “looking down on Blackness” or “letting racism win.” The frustration Blacks feel toward the multiracial project is a result of Blacks commitment to racial justice, not self-hate or internalizing racist classification schemes as McWhorter suggests.
